Abstract
La reforma del artículo 135 de la Constitución ha tenido como consecuencia la transformación del debate acerca de un título competencial entre el Estado y las CC.AA., en el cumplimiento de un mandato constitucionalmente consagrado.
 
The reform of Article 135 of the Constitution has had the effect of transforming the debate about a competence title between the State and the Autonomous Regions into the fulfilment of a mandate enshrined in the text of the Spanish Constitution of 1978.
