Abstract
Con la llegada de Fernando VI al poder, continuará y se consolidará
la politica que su antecesor Felipe V llevara a cabo en los últimos años
' de reinado. A nivel internacional, se buscará una posición no belicista y
de rescate de nuestra pasada preponderancia, dentro del llamado
'bloque continental, mientras a la vez se acentúan nuestras relaciones
con América A nivel nacional, se continuará con la política de reforma
de la administración local, saneamiento de la hacienda pública y
,favorecimiento de las manufacturas reales. Si en los años anteriores las
preocupaciones de Alberoni, Patino, Campillo y el propio Ensenada se
habían dirigido con peferencia hacia los plantes de reconstrucción y expansión de la armada, es muy significativo que sea en 17 5 1 cuando el
poderoso' ministro de Hacienda, Guerra, Marina e Indias presente a
Fernando VI esta Representación. Los ingresos del tesoro público que aiios
antes eran de 5.000 millones de ducados, alcanzan apartir de 1750 la
cifra de 27.000 millones. La racionalización del sistema impositivo, la
mejor explotación de la hacienda real y, sobre todo, el incremento
notable de la explotación e importación de metales preciosos de
América, son las causas más importantes de esta mejora del tesoro
público (1).
