Este artículo presenta una visión panorámica de la enseñanza del idioma
extranjero en España a lo largo del siglo XX, en las disposiciones oficiales
(Planes de Estudio, normativas varias): en un primer capítulo se expone su
regulación administrativa en cuanto a los horarios, cursos en que se imparte,
número de horas, existencia de uno o de varios idiomas extranjeros; en un
segundo capítulo, se exponen las orientaciones de tipo metodológico que acompañan
con mayor o menor extensión a los programas oficiales. El artículo se
centra en la modificación que ha supuesto la reforma de la LOGSE (1992 y
decretos posteriores) en cuanto a la concepción del currículum de lenguas
extranjeras. Se destacan así sus novedades y aciertos, pero igualmente sus
lagunas y desaciertos, entre los cuales destaca el olvido - dentro de la
fundamentación teórica del currículum- de la larga y rica historia de la metodología
de las lenguas vivas y su didáctica; ello conlleva consecuencias negativas
a la hora de orientar la labor didáctica del profesor, así como para la fijación y
secuenciación de los contenidos. This article offers an overview of foreign language teaching in Spain throughout
the 20th century through the official reglamentation (curricula and other reglamentation). In the first chapter, we explain the administrative regulation
regarding timetables, courses where teaching is delivered, number of hours,
offering of one or more foreign languages. In the second chapter, we expound
the methodological guidelines that accompany, to different extents, the official
curricula. The article focuses on the modification that the reform brought by the
LOGSE (1992 and further regulations) has implied regarding the concept of the
foreign language curriculum. We highlight its novelties and successes, but also
its gaps and errors, among which we must point out the omission –as a part of
the theoretical basis of the curriculum- of the long and rich history of the
methodology and didactics of the living languages. This implies negative
consequences in guiding and advising teachers, as well as in determining and
sequencing contents.
