El ejercicio de la ciudadanía es uno de los indicadores fundamentales que denotan la calidad de
nuestras democracias. En la actualidad, la inmensa mayoría de los ciudadanos no duda en aceptar
que la democracia sea la mejor forma política de organización; pero aún prevaleciendo los
modelos políticos democráticos, perduran ciertas carencias formativas y no se han desarrollado
suficientemente las competencias sociales y ciudadanas entre el alumnado. El artículo analiza
desde una perspectiva interpretativa y basada en la metodología utilizada en el Proyecto MANES,
cómo es transferida la cultura política participativa y los elementos que la integran en los
manuales escolares de Educación para la ciudadanía y los derechos humanos en la etapa de
Educación Secundaría Obligatoria. The exercise of citizenship is one of the key indicators that show the quality of our democracies.
Currently, the vast majority of citizens do not doubt that democracy is the best political form of
organization, but although democratic political models prevail, there is a lack of education, and
social and civic competences among the students are not sufficiently developed. The paper
analyses, from an interpretive perspective and based on the methodology used in the Project
MANES, how is transferred participatory political culture and the elements composing it in the
textbooks of Education for citizenship and human rights in the secondary education mandatory.
