Abstract
En el diseño de políticas de desarrollo y cooperación resulta fundamental la elección de las tecnologías implicadas, y los papeles desempeñados por ellas. Las decisiones concretas están condicionadas por elecciones teóricas previas sobre concepciones del desarrollo, de la naturaleza de la tecnología y de la interacción de ésta con el contexto social. Este curso del CICODE pretende establecer un puente entre la reflexión teórica y la propuesta práctica con respecto a la integración de las tecnologías en las políticas de desarrollo.
El material corresponde a las sesiones específicas sobre Tecnologías de la Información y de la Comunicación, consideradas en relación con los problemas que plantea su adaptación y uso bajo diversas concepciones del desarrollo. En particular, se destaca el potencial de Internet y otras TIC para fortalecer redes de cooperación social y capacitación, desde un enfoque del acceso al conocimiento y a la cultura como elementos cruciales en las políticas de desarrollo. Se analizan también los valores y derechos implicados, desde una reflexión ligada a diversos desarrollos teóricos en ética de la información. Technology selection process plays a key role in order to design development programs and policies.
Concrete decisions are conditioned by previous theoretical assumptions on types of development, the nature of technology, and its interaction with the social context. In this course, CICODE aims to establish a bridge between the theoretical and practical proposals regarding the integration of technologies in development policies.
This resource corresponds to specific sessions about Information and Communication Technologies, considering possible adaptation and use under different concepts of development. In particular, highlighting the potential of the Internet and other ICTs to strengthen social cooperation and training networks, focussing on access to knowledge and culture as critical elements in development policies. The values and rights involved are analyzed from a reflection linked to different theoretical developments in information ethics.
