El sistema europeo común de asilo y la crisis de los refugiados. Un nuevo desafío de la globalización

Abstract

La Unión Europea se enfrenta, desde 2015, a un problema de gestión, acogida e integración de refugiados, de magnitud inédita desde el final de la Segunda Guerra Mundial. Dicha oleada migratoria ha puesto a prueba las políticas sobre control de las fronteras, asilo e inmigración de la Unión, destacando sus insuficiencias y limitaciones. De ahí que la Unión se enfrente a la necesidad de reforzar dichas políticas, profundizando en ellas, a fin de dar respuesta eficaz a un desafío que conmueve hoy sus fundamentos. Tal respuesta habrá de fundarse en los valores y principios sobre los que se asienta la Unión. Solo avanzando en pos de una federalización efectiva de esas políticas podrá afrontarse lo que no constituye sino un manifestación más de la globalización.

Since 2015, the European Union (EU) has faced a serious problem regarding the management, reception and integration of refugees, of a magnitude unprecedented since the end of the Second World War. The migratory wave has tested EU policies on border control, asylum and immigration, highlighting their shortcomings and limitations. Hence, the Union is faced with the need to strengthen these policies, in order to respond effectively to this challenge. Such a response must be based on the values and principles on which the EU is founded. Only moving towards an authentic federalization of these policies will be sufficient to confront this irrepressible expression of globalization.
