The contribution of the EU to the development of customary norms in the field of human rights protection

Abstract

The European Union, as a subject of International Public Law, is linked to the international legal acquis in the field of Human Rights beyond its conventional value. The EU has assumed it through its own model of protection of fundamental rights, moreover in its external action it has sought to draw a parallel, albeit imperfect, to extend and reinforce in its relations with the rest of the world the validity of International Human Rights Law as a universal compendium: hence, this chapter seeks to reflect on the European Union's contribution to the development of and respect for general international law in this field. This work is dedicated to cast a glance and a general overview to the relevance of human rights in the European Union's external action.

La Unión Europea, como sujeto de Derecho Internacional Público, está vinculada al acervo jurídico internacional en materia de Derechos Humanos más allá de su valor convencional. La UE lo ha asumido a través de su propio modelo de protección de los derechos fundamentales, además en su acción exterior ha tratado de trazar un paralelismo, aunque imperfecto, para extender y reforzar en sus relaciones con el resto del mundo la vigencia del Derecho Internacional de los Derechos Humanos como compendio universal: de ahí que este capítulo pretenda reflexionar sobre la contribución de la Unión Europea al desarrollo y respeto del Derecho Internacional general en este ámbito. Este trabajo está dedicado a lanzar una mirada y una visión general a la relevancia de los derechos humanos en la acción exterior de la Unión Europea.
