La INDH y el desarrollo territorial en Marruecos: una aproximación al protagonismo de las asociaciones en la provincia de Chefchaouen

Abstract

El papel desempeñado por las asociaciones en Marruecos siempre ha estado ligado al contexto político y socioeconómico del país. La puesta en marcha de la Iniciativa Nacional para el Desarrollo Humano (INDH) supone un impulso, un revulsivo para el tejido asociativo marroquí. Este trabajo analiza la distribución de las asociaciones en la provincia de Chefchaouen así como su participación en la INDH a través de sus proyectos en el periodo 2011-2018. Se realiza un primer análisis cuantitativo a partir de las inversiones realizadas y de las subvenciones recibidas que se complementa con otro de carácter cualitativo a partir de las entrevistas a sus responsables. Los datos revelan que la distribución de las asociaciones, inversiones y subvenciones en el marco de esta iniciativa presenta una gran disparidad, beneficiando más a los territorios menos pobres. Asimismo, se constata que el dinero de la INDH ha sido fundamental para la realización de estos proyectos y el logro de sus objetivos, siendo necesario modificar su reparto territorial en favor de los territorios más pobres.

The role played by associations in Morocco has always been linked to the political and socioeconomic context of the country. The launch of the National Initiative for Human Development (INDH) is a boost, a shock for the Moroccan associative fabric. This work analyzes the distribution of associations in the province of Chefchaouen as well as their participation in the NHRI through their projects in the period 2011-2018. A first quantitative analysis is carried out based on the investments made and the subsidies received, which is complemented by another of a qualitative nature based on the interviews with those responsible. The data reveals that the distribution of associations, investments and subsidies within the framework of this initiative present a great disparity, benefiting more the less poor territories. Likewise, it is verified that the money of the NHRI has been fundamental for the realization of these projects and the achievement of its objectives, being necessary to modify its territorial distribution in favor of the poorest territories.
