La planificación del litoral español. Del desarrollismo insostenible a la cultura territorial y ambiental

Abstract

La “urbanización salvaje” del litoral español no es de ahora. ¿Qué es lo que hace diferente la actual situación de otras precedentes? Pasado el “huracán desarrollista” de los años 60-70 parecía que nuestras costas no volverían a repetir modelos suficientemente contestados en lo técnico y deslegitimados en lo social y político (propios de irremediables y “comprensibles” coyunturas históricas). Aunque las décadas de los años 80-90 del pasado siglo, demostraron que las tensiones y presiones especulativas o insostenibles sobre nuestro litoral no habían acabado, es el advenimiento del nuevo siglo y milenio el que ha empeorado ostensiblemente las cosas, intensificando procesos de ocupación territorial del ámbito litoral que empalidecen los peores logros de los peores momentos. En este artículo se hace un análisis comparativo y reflexión sobre estos procesos de ocupación territorial en los últimos 50 años, indagando en las causas culturales que han propiciado esa ocupación crecientemente insostenible en dicho período.

The " wild urbanization " of the Spanish coast is not from now. What is the difference between the current situation and others previous? After the " hurricane desarrollista " (based exclusively in economic growth) in 60s-70s, it seemed that our coasts would not repeat models sufficiently answered in the technical dimension and discredited in the social and political dimension (typical of irremediable and "understandable" historical conjunctures). Though 80-90 years of last century, it has demonstrated that tensions and speculative pressures in littoral had not finished, it is the arrival of the new century and the new millenium when the situation has deteriorated, intensifying processes of territorial occupation in the coastal area, that overcomes the past worst moments. In this article we make a comparative analysis and reflection about these processes of territorial occupation in the last 50 years, investigating in the cultural reasons that have caused this increasing and insustainable occupation in that time.
