Formation de base des travailleurs sociaux en Tunisie, enseignement des Droits de l’Homme et apport du projet ABDEM

Abstract

Suite aux changements socioéconomiques qui ont engendré l’apparition de nouveaux problèmes sociaux en Tunisie, la formation de base des travailleurs sociaux tunisiens qui a démarré au début des années 1960 a évolué d’une formation purement professionnelle sous la seule responsabilité du Ministère des Affaires Sociales vers une formation universitaire qui obéit aux normes de l’enseignement supérieur. Depuis 2007, cette formation se fait selon les normes du système LMD (Licence, Master, Doctorat). Dans le cadre de ce dernier système, le programme de formation de base des travailleurs sociaux comprend un cours sur les Droits de l’Homme. Il s’agit d’un cours qui se donne d’une façon théorique sans aucun rapport avec la discipline du travail social en tant que profession des Droits de l’Homme. Avec l’adhésion de l’Institut National du Travail et des Études Sociales au projet ABDEM (Approche Basée sur les Droits de l’Homme dans l’Enseignement supérieur au Maghreb) depuis 2014, l’enseignement des Droits de l’Homme ne se fait plus selon une approche pédagogique classique qui met l’accent sur la seule dimension juridique, mais se fait selon une approche fondée sur l’apprentissage par compétences et l’apprentissage par le service. Cette nouvelle approche contribuera à former des travailleurs sociaux défenseurs des droits des citoyens et non de simples fournisseurs de services sociaux.

Following the socio-economic changes that led to the emergence of new social problems in Tunisia, basic training of Tunisian social workers that started in the early 1960s evolved from a purely professional training under the sole responsibility of the Ministry of Social Affairs to a university education that meets the standards of higher education. Since 2007, this program complies with the standards of the LMD system (Undergraduate, Graduate, Doctorate). Within this system the Basic Training Program for Social Workers includes a course on Human Rights. This is a theoretical course with no relation to the discipline of social work as a profession of Human Rights. Since the adherence of the National Institute of Social Work and Social Studies to the ABDEM project (Approach Based on Human Rights in Higher Education in the Maghreb) in 2014, teaching of Human Rights will no longer follow a traditional pedagogical approach focusing on legal dimensions alone but will focus on competency-based learning and learning through service approaches. This new approach will contribute to training social workers to defend the rights of citizens and not only social service providers.
