Abstract

Desde la introducción del sistema del remplazo en el año de 1662, la Congregazione dello Stato , el organismo representativo de las ciudades y de los condados del e stado de m ilán, obtuvo el control del reparto de las imposiciones militares. Una prerrogativa que hizo a este tribunal el supremo arbitro en materia fiscal y en las últimas décadas del domino español el más poderoso instrumento en contra del arbitrio de los gobernadores. e n realidad el poder de esta institución es discutible, y en los años de emergencia y de guerra su efectiva autoridad era limitada y transgredi - da por parte del alto mando militar, su autonomía y sus prerrogativas fueron sacrificadas frente al supremo interés de la defensa.
