This contribution analyzes why scale matters in the study of the feasibility of cognitive bio-enhancement programs. In particular, when the resources are enough to achieve the goals and the technologies involved are safe/cost-efficient. After a case-study based on costs estimation of conventional cognitive enhancement programs, some ethical and legal implications are considered, including dystopian objections about technologies designed to customize our sleep patterns.
