Herramientas de modificación y ampliación del área de influencia estratégica de Rusia

Abstract

Este trabajo analiza las herramientas que en la actualidad emplea Rusia con la intención de modificar y ampliar su área de influencia estratégica en el este de Europa. Para ello se centra fundamentalmente en la acción exterior de Rusia tras el cambio de Gobierno en Ucrania. El trabajo pretende dar respuesta, en primer lugar, a cuáles son las intenciones de Rusia con respecto a sus relaciones con la Unión Europea; en segundo lugar si Rusia utiliza como herramienta política sus recursos energéticos; y en tercer lugar, si las acciones de guerra no lineal desarrolladas en la península de Crimea forman parte estructural de la política exterior de Rusia. En su desarrollo no se considera que el Euromaidán constituya un punto de inflexión en el pensamiento estratégico ruso, sino más bien el punto de decisión de una aproximación estratégica al nuevo orden mundial presentada en 2007 y que fue aplicada por primera vez en la guerra de Georgia en 2008.

This document analyzes the tools that at present Russia uses with the intention of modifying and extending his area of strategic influence in the East of Europe. It centers fundamentally on the external action of Russia after the change of Government on Ukraine. The document tries to give response, first, to which they are the intentions of Russia with regard to his relations with the European Union; secondly if Russia uses as political tool his energetic resources; and thirdly, if the actions of not linear war developed in the peninsula of Crimea form a part structurally of the external action of Russia. In his development it does not think that the Euromaidan constitutes a point of inflexion in the strategic Russian thought, but rather the point of decision of a strategic approximation to the new world order presented in 2007 and that was applied by the first time in Georgia's war in 2008.
