Sistema de precios de referencia en España: periodo 2000 - 2008

Abstract

Introducción: Análisis descriptivo e histórico del Sistema de Precios de Referencia (SPR), empleado en la financiación pública en base a los antecedentes de otros países, desde su primera implantación. Descripción de su estructura (en qué consiste, cómo afecta a la población, terminología asociada, etc.) Además, se incluye un estudio evolutivo de precios de cinco principios activos afectados por el sistema de precios de financiación pública, desde 2000 hasta 2008, con datos reales que muestran la influencia del sistema en la tendencia del gasto sanitario respecto a años anteriores a su llegada. Objetivos: -Analizar el Sistema de Precios de Referencia como medida de contención del gasto farmacéutic, desde la oferta. Descripción del sistema, antecedentes históricos en otros países, razones para su implantación en España, características de los medicamentos afectados, evolución a lo largo del tiempo y repercusión en los precios. -Definir marco legislativo nacional del Sistema de Precios de Referencia. Metodolgía: Análisis descriptivo histórico y análisis comparativo de precios, en el tiempo, de 5 principios activos afectados por el Sistema de Precios, desde el año 2000 hasta 2008, con representación gráfica. Conclusión: El Sistema de Precios de Referencia merece una crítica constructiva por su mecanismo. No se dirige a la demanda, sino a la oferta (promueve la competencia de precios). Se han descuidado objetivos de racionalización y concenciación de la población sobre los precios reales de los medicamentos. El SPR depende del mercado sanitario, de su comportamiento. Han aparecido algunos efectos inesperados, como la caída del mercado de genericos en aumento de las marcas comerciales. Esta paradoja fue anunciada por Scherer en 1993, y justifica bastante bien el mecanismo del Sistema, todavía en evolución y estudio.

Introduction: Descriptive and historical analysis of the Reference Price System (RPS) used in public funding based on the history of other countries, since it was first introduced . Description of its structure (what it is, how it affects the population, associated terminology, etc.). It also includes a study of evolution of prices of five drugs affected by the price system of public financing, from 2000 to 2008, with real data showing the influence of the system in the trend of health expenditure compared to previous years upon arrival. Objectives: - Analyse the Reference Price System as a pharmaceutical cost containment, from the offer. System description, historical background in other countries, reasons for its presence in Spain, features of the products involved, evolution over the time and impact on prices. - Defining the national legislative framework abut Reference Price System Methodology:Historical descriptive analysis and comparative analysis of prices, in time of 5 substances involved by the Price System from 2000 to 2008, with graphical representation. Conclusion/discussion: The Reference Price System deserves constructive criticism for its mechanism. The aim is not the demand but the offer (it promotes price competition). Objectives have been neglected for rationalization and public awareness about the real prices of medicines. The SPR depends on the healthcare market and its behavior. There have been some unexpected effects: drop the generics market but increases the market for brand drugs. This paradox was announced by Scherer in 1993, and pretty well justifies the mechanism of the system, not only in development but in study too.
