Conflicts of interest among multiple stakeholders in the debate on copyright and intellectual property hinder the development of physical and virtual spaces to take advantage of the full potential of technological developments for the dissemination of knowledge and culture in the public domain. This paper provides suggestions to build a wide network of servers and IT infrastructure specifically geared to free dissemination of knowledge and cultural production, giving priority to non-commercial use -ie, under more flexible licenses- of digital works. Enlargement of this infrastructure of access to public domain knowledge is considered a crucial element for consolidating the values associated with the global knowledge society and its integration dynamic, against a legal framework fundamentally serving entities whose benefits are linked to significant restrictions on the channels of access to knowledge and cultural production.
