Resumen
The social problem of unemployment has been perceived by society and public authorities as
a collective issue since the mid-1980s. A few years later, labor precariousness also emerged
as a key concern, with both becoming the main problems of the Spanish labor market. As a
result, they have received public attention and have been addressed through public policies
aimed at eliminating them or at least mitigating their social and economic consequences.
This article focuses on analyzing the management model of labor intervention in Spain, which is
embodied in the National Employment System. This model was established with the Employment
Law at the beginning of the 21st century and bases its effectiveness on the territorial
decentralization of active employment policies and the essential collaboration and coordination
among the different territorial administrations.
