The Politics of Transparency: Analyzing Online Information Disclosure in Spanish Municipalities

Abstract

This study aims to evaluate the existence of a mimetic behavior model in local governments‘ online information disclosure using spatial econometrics. To analyze this behavior, the Bidimensional Transparency Index is employed, which is an e-disclosure measurement instrument that measures the local government‘s transparency level through two components reflecting this behavior: Breadth and Depth. The results of the theoretical model‘s application on the levels of information disclosure in the Spanish case for the 2021 period reveal mimetic behavior of different intensities between the elements of Breadth and Depth, indicating that neighboring municipalities‘ level of transparency affects local governments‘ transparency, which is further intensified if the municipalities have the same political sign, along with political, organizational, and financial factors.

Este estudio busca evaluar la existencia de un modelo de comportamiento mimético en la divulgación de información en línea de los gobiernos locales mediante econometría espacial. Para analizar este comportamiento, se utiliza el Índice de Transparencia Bidimensional (ITB), un instrumento de medición de la divulgación electrónica que mide el nivel de transparencia del gobierno local a través de dos componentes que reflejan este comportamiento: Amplitud y Profundidad. Los resultados de la aplicación del modelo teórico a los niveles de divulgación de información en el caso español para el período 2021 revelan un comportamiento mimético de diferente intensidad entre los elementos de Amplitud y Profundidad, lo que indica que el nivel de transparencia de los municipios vecinos afecta a la transparencia de los gobiernos locales, lo cual se intensifica aún más si los municipios comparten el mismo signo político, junto con factores políticos, organizativos y financieros.
