Gobernar con una mayoría frágil. Crónica política y legislativa del año 2024

Abstract

El año 2024 se ha caracterizado por la dificultad parlamentaria para adoptar acuerdos. Es uno de los años menos fructíferos desde la perspectiva de la aprobación de leyes, pero no por ello tienen menos relevancia, pues encontramos entre ellas la ley de amnistía o la tercera reforma constitucional. El motivo, el principal motor de los proyectos legislativos se encuentra lastrado por una mayoría frágil, un acuerdo de coalición de arquitectura compleja que dificulta la actividad legislativa y requiere de pactos continuados entre grupos políticos absolutamente heterogéneos.

The year 2024 was marked by the difficulty of the parliament to approve agreements. It is one of the least fruitful years in terms of the approval of laws, so it does not mean that rules approved by Parliament are of little relevance, but we find among them for example the amnesty law or the third constitutional reform. The reason is that the main driving force behind legislative projects is weighed down by a fragile majority, a weak investiture commitment with a complex architecture that makes legislative activity hard and requires constant pacts between completely heterogeneous political groups.
