The MELAVANT project aims to promote the development, transformation, and progress of Melilla through coordinated and interdisciplinary strategies. By integrating academic, economic, and social perspectives, the project addresses key challenges such as digitalisation, tourism, and fiscal policy, while leveraging the city’s unique resources to foster innovation and competitiveness.
One of the main objectives of the project is to encourage the adoption of emerging technologies like Blockchain, which can enhance operational efficiency, improve business security, and support innovation. Additionally, the project positions Melilla as a competitive destination in the global tourism market by focusing on niche sectors such as cruise and golf tourism, which attract high-value visitors and diversify the local economy. The region's unique tax regime (IPSI) has also been highlighted as a strategic tool to attract technological investments and foster economic growth.
The project’s activities include organising the Melavant Conference, which brought together experts, entrepreneurs, and institutional representatives to discuss critical areas for Melilla’s progress. Research has also been conducted on the applications of Blockchain in local businesses, exploring secure transactions, smart contracts, and transparent data recording. In tourism, detailed analyses of niche segments such as cruise and golf tourism were carried out to design strategies for economic diversification and growth.
The MELAVANT project has achieved significant impact through the dissemination of its results, leveraging local media, academic publications, and social networks to engage stakeholders and the wider community. These efforts have established Melilla as a potential hub for innovation, tourism, and sustainability.
Looking forward, the project plans to expand its research on sustainability, digitalisation, and public-private collaboration. By building on the achievements of its first edition, MELAVANT sets the foundation for future initiatives aimed at fostering long-term economic growth, technological innovation, and regional competitiveness. El proyecto MELAVANT se estructuró en torno a cuatro objetivos estratégicos. El primer objetivo se centró en potenciar el régimen fiscal especial de Melilla como un incentivo clave para el desarrollo del sector tecnológico, analizando el impacto del IPSI y promoviendo medidas que atraigan inversión y fortalezcan el ecosistema empresarial digital. El segundo objetivo buscó analizar la adopción de tecnologías emergentes, especialmente Blockchain, en el tejido empresarial local, realizando pruebas técnicas y estudios sobre su viabilidad y potencial para mejorar la competitividad de las PYMES. El tercer objetivo se enfocó en impulsar el turismo como motor de desarrollo económico sostenible, identificando nuevos nichos turísticos, como el turismo de cruceros y golf, y analizando estrategias para diversificar la oferta y aumentar el impacto económico en la región. Por último, el cuarto objetivo abordó la sostenibilidad y la eficiencia del gasto público ambiental, explorando la aplicación de la Blue Economy en sectores estratégicos como el transporte marítimo y promoviendo prácticas responsables para la preservación del entorno y la optimización de los recursos públicos. Respecto al grado de cumplimiento, en base al presupuesto finalmente aprobado, se considera que se han cumplido al 100% los objetivos generales previstos.
