This article studies the phenomenon of poverty and social exclusion in Spain at the regional level. The reason for the investigation lies in the fact that the Spanish Autonomous Communities are responsible for the social services. The main purpose is to include the declarations of the so-called statutory rights in the source Statute of Autonomy of some Communities and, in particular, as income for inclusion, guaranteed minimum income or income of active solidarity. The analysis is about the way of that inclusion and the content of these rights and is also about the legal regulation in the Communities entering the investigation.es_ES
