abstract = {Pese a la adecuada atención prestada a la ciudad histórica desde los planes especiales
de final de los años 70, actualmente la relación del Conjunto Histórico de Granada con
el planeamiento urbanístico general y con el de protección aún está pendiente de ser
abordada de forma global y coherente. Los desajustes entre las declaraciones de Conjunto
Histórico de 1993 y 2003 respecto a los PGOU de 1985 y 2001, y la afección de las leyes
andaluzas de ordenación urbanística y de patrimonio histórico (LOUA-2002 y LPHA2007) están ralentizando la revisión de los ya obsoletos Planes Especiales Alhambra
(1989) y Albaicín (1990). La participación en dos de estos documentos de revisión, el de
la Alhambra-2013 y el Albaicín-2018 (éste unido al Sacromonte) nos permite tener una
visión amplia de los problemas que afectan a este singular CH que incluye una parte
declarada como Patrimonio Mundial y que posee un territorio de valor excepcional
indisociable de la ciudad histórica. A partir del diagnóstico hecho para el Albaicín y el
Sacromonte se hace una propuesta para la protección de los valores patrimoniales de todo
el CH y su desarrollo como ciudad viva del siglo XXI pensada en primer lugar para sus
residentes.},
abstract = {Despite the adequate attention given to the historic city since the special plans of the end
of the 70s, at present the relationship of the Historical Set of Granada with the general
urban planning and with the protection planning is still pending to be addressed globally
and coherently . The imbalances between the Declarations of the Historical Set of 1993
and 2003 with respect to the PGOU of 1985 and 2001, and the impact of the Andalusian
laws of urban planning and historical heritage (LOUA-2002 and LPHA-2007) are
slowing down the revision of the already obsolete Special Plans of the Alhambra (1989)
and Albaicín (1990). The participation in two of these review documents, that of the
Alhambra and the Albaicín (this one linked to Sacromonte) has allowed us to have a broad
view of the problems that affect this unique CH that includes a part declared as World
Heritage and that possesses a territory of exceptional value indissociable from the historic
city. Based on the diagnosis made for the Albaicín and the Sacromonte, a proposal is
made for the protection of the heritage values of the whole CH and its development as a
living city of the 21st century, first thought for its residents.},
