abstract = {Este trabajo evalúa si la estrategia que supuestamente han llevado a cabo los distintos gobiernos españoles de pagar rescates para liberar a ciudadanos secuestrados es efectiva en el corto y largo plazo o si, por el contrario, la intervención militar es más aconsejable. Se concluye que, debido a que los secuestradores tienden a elegir a sus objetivos en función de los países que suelen pagar rescates, se debería dejar a particulares o empresas dichas transacciones para evitar que se secuestren españoles por el mero hecho de serlo. En aquellos casos en que dichas empresas no dispusieran de un seguro anti-secuestro, el Estado podría efectuar el pago requerido. Cuando esto no fuera posible, ya fuera porque las exigencias de los secuestradores no se pudieran satisfacer, los rehenes estuvieran seriamente heridos o a punto de ser ejecutados, se procedería a realizar una operación de rescate.},
abstract = {This paper evaluates whether or not the strategy used by the different Spanish governments of paying ransoms to free citizens kidnapped is effective in the short and long term or, on the contrary, military intervention is more recommended. We conclude that, due to the fact that terrorists tend to choose their targets according to the countries that usually pay ransoms, private individuals and enterprises should pay the ransoms in order to prevent terrorists from kidnapping Spaniards by the mere fact of being Spaniards. In those cases where enterprises do not have a kidnap insurance, the Spanish Government could pay the ransom. When this is not possible, either because the kidnappers’ demands could not be fulfilled, the hostages were seriously wounded or on the verge of being executed, a military operation would be the best option.},
