To solve this problem, a quantum group consensus model based on linguistic Z-number is proposed. Firstly, the model uses linguistic Z-number to represent the evaluation information of decision makers, and provides feedback matrix to assist decision adjustment. In addition, the model also considers the effect of confidence on the efficiency of group consensus adjustment, and adjusts the weights of decision makers according to the distance between the final decision matrix and the group consensus matrix. Secondly, a maximum Deng entropy model is constructed to determine the attributes' weights in uncertain environments. On this basis, a quantum-like Bayesian network is constructed, the interference angle is measured by using Deng entropy, and the quantum probabilities of alternatives are calculated. Finally, the applicability and superiority of the model are verified through meteorological disaster case. Sensitivity and comparative analysis confirm the effectiveness of the model under different conditions.
