This paper focuses on the characterisation of creative mathematical thinking and on the process of building a tool to allow its assessment. The creative process is complex, and could be considered as an emergent from other simpler processes. Based on this idea the researchers built a tool for assessing the degree of emergence of these simpler processes and, therefore, to assess the creative mathematical thinking development. The paper describes the process by which the tool was created: the onto-semiotic approach reflections and the work carried out in the framework of several projects. We explain an example of using this tool for assessing the potential to develop the creative mathematical thinking of a given teaching unit, designed with this purpose.
