abstract = {Esta investigación enlaza con los objetivos de las políticas globales de desarrollo para generar un entorno global, digitalizado, sostenible y más innovador, sobre la base del dinero móvil. “África debe pensar a lo grande en el desarrollo digital” es el lema de The Digital Economy Initiative for Africa (DE4A), preparada por la Unión Africana (AU, 2017). En esta última década, la juventud africana cuenta con una oportunidad única, en clave de tecnología digital, para el desarrollo de todo su potencial, la apertura de nuevas vías de rápido crecimiento económico, así como la innovación, la creación de empleo y el acceso a servicios. Con todo, el acceso digital es aún limitado en el continente y existe el riesgo de una brecha digital creciente, no sólo entre quienes tienen o no identificación digital, sino también desde la perspectiva de género. ¿Constituye la economía digital ese motor de crecimiento e innovación que las economías precisan para superar la brecha digital existente? El buque insignia del Banco Mundial, con la Iniciativa DE4A de la Unión Africana, responde afirmativamente a dicho interrogante y alaba su papel en la consecución de los Objetivos de Desarrollo Sostenible (ODS). El Foco África 2023, programa de acción del III Plan África de la Cooperación Española (“España y África: desafío y oportunidad, 2019-2022) (Gobierno de España, 2019), cuyos objetivos se conectan con la Estrategia de Acción Exterior 2021-2024 del Gobierno de España, encaja en esta propuesta por la vía de la transformación digital y el empoderamiento femenino (Gobierno de España, 2021).},
abstract = {This research links with global development policy objectives to generate a global, digitized, sustainable and more innovative environment on the basis of mobile money. "Africa must think big in digital development" is the motto of The Digital Economy Initiative for Africa (DE4A), prepared by the African Union (AU, 2017). In this last decade, African youth have a unique opportunity, in the key of digital technology, for the development of their full potential, the opening of new avenues for rapid economic growth, as well as innovation, job creation and access to services. However, digital access is still limited on the continent and there is a risk of a growing digital divide, not only between those with and without digital identification, but also from a gender perspective. Does the digital economy constitute the engine of growth and innovation that economies need to overcome the existing digital divide? The World Bank's flagship African Union DE4A Initiative answers this question in the affirmative and praises its role in achieving the Sustainable Development Goals (SDGs). The Africa 2023 Focus, an action program of the Third Africa Plan of the Spanish Cooperation ("Spain and Africa: challenge and opportunity, 2019-2022) (Government of Spain, 2019), whose objectives are connected to the Spanish Government's Foreign Action Strategy 2021-2024, fits into this proposal through digital transformation and female empowerment (Government of Spain, 2021).},
