Mujer y juventud. Hacia la efectividad en el tratamiento de la delincuencia

Abstract

Este artículo intenta un acercamiento a la realidad de la intervención social diseñada por la Ley Orgánica General Penitenciaria, al amparo del artículo 25 de la Constitución española. La finalidad de la pena siempre es la reeducación y la reinserción social del delincuente. Pero la realidad se separa mucho de esta afirmación. La planificación para la actuación de la administración se encuentra de espaldas a los sectores de población implicados. Este desajuste se agrava en el caso de las mujeres y de los jóvenes.

This article approaches the reality of the social intervention designed by the General Organic Law of Penitentiaries , under the 25th article of the Spanish Constitution. The purpose of the punishment is always the re-education and the social reintegration of the convict. But the reality is far from this ideal. The planning for the Administration's action fell onto the shoulders of the sectors of population involved. This discrepancy is worse in the case of women and of youths.
