El voluntariado y la diversidad cultural. El caso de Melilla

Abstract

A lo largo de la historia de la humanidad han existido situaciones de extremas condiciones de necesidad, vulnerabilidad y precariedad humana, atravesando diversos contextos legislativos e históricos, basados principalmente en la dependencia en los demás para sobrevivir, estigmatizándose socialmente las diferencias entre pobres y ricos que van desde la Grecia y Roma clásica hasta nuestra sociedad contemporánea actual a la segunda decena del siglo XXI. Millones de personas abandonan sus hogares desesperadamente para sobrevivir, huyendo de situaciones heterogéneas, en busca de un mundo mejor, o de una Europa que siempre ha sido considerada el ideario de un estado de bienestar y donde la labor de las asociaciones, voluntariados, ONG, son fundamentales. Sin olvidar que cuando hablamos de voluntariado nos referimos a términos tales como: aproximación, altruismo, libertad, inclusión, compromiso, solidaridad, multiculturalidad, etc. Que debemos contextualizar en la estructura vigente de globalización, mundialización e internacionalización de mercados, que complica aún más el rol del voluntariado actual en nuestro país. En este andamiaje el voluntariado en el contexto de las crisis humanitarias es una aproximación a un fenómeno social complejo, que trata de amortiguar, atender y dar respuesta a la precariedad socio-económica, pobreza, exclusión, conflictos armados, inseguridad, etc., que se generan en un mundo de injusticias, donde el papel y los recursos disponibles de estas organizaciones son insuficientes, a pesar de su participación financiera en la ejecución de políticas sociales multinivel.

Throughout the history of mankind, there have been situations of extreme conditions of need, vulnerability and human insecurity, through various legislative and historical contexts based primarily on reliance on others for survive, socially stigmatizing the differences between rich and poor that range from classic Greece and Rome to our contemporary society to the second decade of the 21st century. Millions of people leave their homes desperately to survive, escaping from heterogeneous situations, looking for a better world, for an idyllic Europe which has always been considered the imaginary of a welfare state and where the work of the associations, volunteers, NGO´s., are essential. Not to mention that when we talk about volunteering we refer to terms such as approach, altruism, freedom, inclusion, commitment, solidarity, multiculturalism… We must contextualize it in the existing structure of globalization and internationalization of markets, which complicates even more the role of current volunteering in our country. On this scaffolding , volunteering in the context of humanitarian crises is an approach to a complex social phenomenon, that deals with cushioning, addressing and that also responds to precarious socio-economy, poverty, exclusion, conflict, insecurity, etc, It is generated in a world of injustice, where the role and resources of these organizations are insufficient, despite its financial participation in the implementation of multilevel social policies.
