dc.description.abstractEl objetivo de este trabajo es mostrar de qué modo, el contexto que presenta el conflicto armado colombiano con las FARC ha respondido a dos contextos bien distintos, en 1998 y en 2012, que invitan a entender un diferente resultado. Mientras que en el Caguán, en 1998, la paz se negociaba en medio de la guerra, con una agenda inabarcable, con un equipo negociador, de parte de la guerrilla, más beligerante que cooperativo y con un escalamiento del conflicto por parte de guerrilla y gobierno, en 2012 la realidad es bien distinta. Con un mayor proceso de internacionalización, con un equipo negociador más “político”, con una agenda solo cinco puntos, y lo más importante, con un contexto de guerra diferente, es posible, por primera vez abrazar el optimismo. El factor diferencial en ambos casos es la correlación de fuerzas. Mientras que en 1998 las FARC aún aspiraban a poder derrotar al Estado, en 2012 se trata de un sueño irrealizable. A la vez, el enquistamiento fronterizo del conflicto ha puesto fin a los grandes logros militares del pasado y obliga al gobierno a pensar en la necesidad de negociar como única manera de desactivar el conflicto armado interno.es_ES
dc.description.abstracthe purpose of this paper is to show in what way the context presented by the Colombian armed conflict with the FARC has responded to two very different contexts, in 1998 and in 2012, inviting them understand a different result. In Caguan, in 1998, peace was negotiated in the midst of war, with a boundless agenda, with a more belligerent than cooperative negotiating team of the guerrillas, and an increase of conflict by guerrilla and government. However, in 2012 the reality is quite different. This, with greater internationalization, with a negotiating more ‘political’ team, with an agenda just five points, and most importantly, a different scene of war. For the first time it is possible to be optimistic. The differential factor in both cases is the correlation of forces. While in 1998 the FARC still hoped to be able to defeat the state, in 2012 it is an impossible dream. At the same time, the border entrenchment of the conflict has ended the great military achievements of the past and requires the government to think about the need for negotiations as the only way to disable the internal armed conflict.es_ES
