Abstract

El artículo se centra en las tesis mantenidas por Elmore de que una política de rendimiento de cuentas debe preocuparse, paralelamente, por incentivar y capacitar a los centros escolares para conseguirlos. De no hacerlo, queda invalidada la evaluación de los centros. Si se quiere mejorar la educación, el foco de atención debe ser invertir en el conocimiento y habilidades del profesorado, rediseñar las condiciones de trabajo y que los centros estén capacitados para conseguir unos estándares deseables en la educación de la ciudadanía.

The article focuses on the theses held by Elmore that a performance measurement policy should at the same time concern itself with motivating and preparing the schools in order to achieve the standards. If this is not done, the evaluation of the centers becomes invalid. If we want to improve education, the focus must be on investing in the knowledge and skills of the teachers, redesigning the working conditions and preparing the centers to achieve the desired standards in the education of the citizens.
